Opinion: SBA's reinterpretation halts many biotech research grants

The Small Business Administration's reinterpretation of investor ownership requirements -- which now excludes any company more than 51% owned by venture capital firms -- has halted many biotech companies' research progress by preventing them from attaining Small Business Innovation Research grants. Dr. Elias A. Zerhouni, director of the National Institutes of Health, has appealed to SBA to reconsider the limitations, and two bills regarding this issue have been introduced to Congress.
