The undisputed solution to the traffic-stopping congestion is the rollout of a satellite-based air traffic control system. How to fairly pay for the system has engendered lots of debate, with commercial airlines demanding that corporate jet owners pay for the services they use, rather than relying on passenger ticket taxes to fund their travels.
