Educators: Assess students early to develop instruction plans

Teachers in a South Carolina district started the school year with literacy assessments for students in kindergarten through third grade. The move is part of an expanded effort to improve literacy. Officials say they chose to assess students early on so they could tailor instruction to meet individual student needs throughout the year.
