Health benefits might make sense for more small businesses

Just 46% of the smallest businesses offer health benefits to their employees, but a Congressional Budget Office report suggests that the Affordable Care Act might make it financially worthwhile for business owners to take a second look. The report finds that tax credits could provide a $40 billion incentive over 10 years, while reducing premiums by up to 11%.
