The country's roadways are in the best condition, on the whole, they have been since 1984, according to the Annual Highway Report by the Reason Foundation. The group reports that highway pavement is in the best condition since 1993 and traffic congestion has improved. However, the report suggested that some of the improvement is due to the recession, as fewer people drive and highways suffer less wear and tear. The report also ranks cost-effectiveness; Ohio dropped the most slots of any state, falling 11 places to 24th.
