Trash-to-energy a wasted opportunity, say energy experts

California used to be a waste-to-energy pioneer, with a Long Beach plant turning two-story heaps of garbage into enough energy to power thousands of homes. These days, though, the state's trash-to-energy efforts are trailing more advanced operations in Canada, Japan and Europe. "I am having a hard time explaining why California is so far behind," says one clean-energy expert.
