Judge: N.C. cannot cap low-income prekindergarten enrollment

A judge in North Carolina has ruled that the state cannot cap enrollment of low-income students in prekindergarten programs. However, Republican lawmakers who favored the cap say the ruling is "judicial activism." The decision could allow more children to enroll in prekindergarten, but Gov. Bev Perdue says that limited funding could slow the expansion.
