Union veteran works to save Philadelphia's traditional assignment system

Philadelphia Federation of Teachers President Ted Kirsch says giving up the seniority-based assignment system, as the School Reform Commission is pushing to do in the new contract, would be a return to preunion days. Kirsch acknowledges some schools need a more balanced distribution of experience, but he believes a less radical solution is possible.
