Baltimore eases promotion policies

Baltimore school officials this summer decided to lower passing grades in key subjects and scrapped the requirement that third- through eighth-graders attain a minimum score on the national TerraNova test to be promoted -- moves the school system says will not encourage social promotion or lower academic standards. Research indicates children who repeat a grade are more likely to drop out of high school.
