Levees along the Rio Grande have eroded, creating a flood risk for a four-county region in Texas. Residents say Border Patrol agents damage the levees by driving along the tops. The area is home to a growing population of 1.3 million residents. A bill allocating $6 million to repair the levee is pending in Congress.
