Feds offer new option for bids on D-block spectrum

The FCC is considering allowing the sale of the D-block spectrum of airwaves designed for public-safety agencies to commercial carriers in 58 regional blocks rather than to a single national licensee if no bidder meets the auction's reserve price. A March auction for the same frequencies received only a single bid, but municipal groups have attacked the FCC's plans, maintaining the government should hand over the spectrum directly to the individual localities.
