Finish date remains unclear for ground zero construction

It is unclear when three towers planned for the site of the former World Trade Center will be completed. The skyscrapers remain the subject of a dispute between developer Larry Silverstein and the Port Authority of New York and New Jersey, which says there will be no market for a third tower until 2030. Original plans called for the buildings to rise early next decade. Meanwhile, more than 60% of New Yorkers who participated in a recent survey do not expect the towers to be completed by announced deadlines.
