Analysts puzzled by DOJ's position on Newark slots

Industry analysts say Continental Airlines' plan to spin off Newark Airport slots to Southwest Airlines could set a precedent for how slot swaps are handled in the future. Many were surprised by the Justice Department's approval of the plan, which appeared to contradict an open-auction policy in a previous swap sought by Delta Air Lines and US Airways.
