Education Secretary Arne Duncan on Wednesday visited Toledo, Ohio, where he said the district's peer-review system should be used to evaluate teachers instead of traditional methods. Under the method, new teachers are known as intern teachers and assigned mentors. The mentors evaluate the intern teachers, and the evaluations are reviewed by a panel that includes teachers and administrators. The program is popular among Toledo teachers, but some critics say minority teachers are more likely to be fired through the system and it does not address struggling veteran teachers.
