Lawmakers consider eliminating "highly qualified teacher" designation

The Student Success Act would, among other things, eliminate federal teacher-hiring requirements, such as the "highly qualified teacher" designation from the No Child Left Behind Act, author Matthew Lynch writes in this blog post. Critics of the "highly qualified teacher" provision say the true measure of a teacher's effectiveness is classroom work, while the provision's supporters say its elimination will harm students, particularly those from disadvantaged backgrounds.
