Federal sequestration cuts are affecting school districts differently, but those that serve large numbers of students in poverty and are located on military bases or Native American Indian reservations are the hardest hit, says Michael Griffith, a school-finance expert and researcher with the Education Commission of the States. State education budgets are making up for the cuts in many places, Griffith notes, but concerns remain that the cuts will become permanent.
