Higher oil prices sparked by Hurricane Katrina are likely to affect travel costs for the foreseeable future, experts say. Many airlines and cruise lines this week implemented fuel surcharges, and travelers who are planning to drive long distances -- such as leaf peepers in the Northeast -- will definitely feel the impact of higher prices at the pump.
