Foreign governments were fleeing securities issued by Fannie, Freddie

According to an analysis of Federal Reserve data, foreign central banks were shifting money out of securities issued by Fannie Mae and Freddie Mac and into Treasuries. U.S. Treasury Secretary Henry Paulson's move to make the government's implicit backing of Fannie and Freddie securities explicit could trigger a reversal in that trend.
