California seeks $9.9 billion fine from UnitedHealth unit

Regulators in California are seeking $9.9 billion from PacifiCare, a unit of UnitedHealth Group, alleging that the company botched its handling of medical claims and failed to pay doctors. Officials say almost a million separate violations of state law occurred during a two-year period, each of which is punishable by a fine of up to $10,000.
