A Virginia school district with a diverse student population has a staff that is more than 51% white, but officials say they hire based on qualifications -- not race. "We try to stress to principals and hiring managers that our goal is a diverse workforce," said James H. Loomis, director of employment services for Alexandria schools. "But we are not directing people to do it." Officials say the high cost of living in the area might be keeping some candidates away.
