Tax cut for small business is key to Obama's jobs plan

U.S. President Barack Obama's plan to create jobs relies heavily on a tax break for small business. An employer's share of payroll tax next year would go from 6.2% to 3.1% on the first $5 million of payroll. The tax would be eliminated for companies that hire or raise workers' wages.
