Calif. city leaders might not support countywide bag ban

Santa Rosa, Calif., officials are considering opting out of Sonoma County's proposed ban on single-use plastic bags, saying the city would prefer to retain control, Assistant City Manager Jennifer Phillips says. The county proposal, which has been in the works for two years, requires a unanimous vote by the 10-member Sonoma County Waste Management Agency to pass; Santa Rosa is a member.
