Calif. commission examines fracking in federal waters

The California Coastal Commission is investigating reports of hydraulic fracturing activities in federal waters off the state's coast. California lawmakers are studying a bill that would regulate the drilling technique in state waters. All types of fracking, including those being done offshore, are safe and effective, said Brian Petty, the International Association of Drilling Contractors' executive vice president for government and regulatory affairs.
