Study suggests national licensing standards for Canada's teachers

A new study released by a conservative think tank in Canada suggests the country's Council of Ministers of Education should oversee teacher certification and standard-setting, rather than individual provinces. The study, conducted by Rodney Clifton, a University of Manitoba professor emeritus in education, also finds teachers should be subjected to national licensing standards and paid according to achievement to improve the quality of the country's teachers.
