New York City to hold back failing fifth-graders

Calling his policy of holding back third-graders a success, New York City Mayor Michael R. Bloomberg announced yesterday that he would end social promotion in the fifth grade this year. The mayor's plan would retain children who scored in the lowest of four categories on their citywide math or English tests, unless an appeal based on other factors allowed them to advance.
