Obama proposes $19 billion to overhaul education

Sen. Barack Obama unveiled his education plan Tuesday in Ohio, outlining plans to spend about $19 billion to implement programs including voluntary preschool for all, better pay for math and science teachers and $4,000 tax credits for college students who participate in community service.
