California must focus on efficiency to cut emissions, official says

California lawmakers are considering legislation that would require the state to derive more than 33% of its power from renewable energy sources. Air Resources Board Chair Mary Nichols said the state needs neighborhood solar plants, rooftop windmills and other small-scale projects to reduce emissions. However, she also noted efficiencies and conservation, not renewable energy, are key to reducing emissions.
