Fed court rules against city's illegal immigrant plan

A proposal in Hazleton, Pa., that would impose fines on landlords who rent to illegal immigrants and deny business permits to anyone who provides jobs for them violated federal law, according to a ruling by a federal appeals court. Mayor Lou Barletta has vowed to take the matter to the Supreme Court, saying illegal immigrants brought more crime to the city.
