Experts don't see 2013 ruling on Keystone XL pipeline

The final decision on TransCanada's Keystone XL pipeline won't be given until 2014, observers say. The State Department is still working on the project's environmental review, and after it is finished, the department will then assess whether the pipeline is in the national interest of the U.S. "When you take into account that the [National Interest Determination] takes 90 days, it's hard to see how the decision could emerge before the first quarter of 2014," said David Goldwyn, the former head of international energy affairs at the department.
