Volkswagen workers look to organize under German-style council

Volkswagen and the United Automobile Workers are in talks to unionize a plant in Chattanooga, Tenn., and to set up a German-type works council. Such a council is made up of workers who meet with management to address various issues, such as working conditions. Under U.S. labor laws, the plant must be unionized first or the council would be seen as an illegal company-sponsored union.
