California sets out educational plan

The new California Master Plan for Education envisions an integrated educational system from pre-school through college. The plan, which is making its way through the state legislature, calls for mandating fully credentialed teachers, providing public preschool, requiring all-day kindergarten and boosting the number of teaching staff at colleges.
