Gifted programs feeling the budget ax in California

To help ease a projected $8 billion budget deficit this year, California will likely slash funding for its gifted and talented program to $42 million, down from $56.5 million last year. Carol Ann Tomlinson, president of the National Association of Gifted Children, says NCLB's emphasis on underachievers provides schools no incentive to meet the needs of exceptional students.
