Maryland district's grading policy suspended

Confusion among teachers and parents over the elements of a new grading policy for Montgomery County, Md., schools compelled the Board of Education to suspend the plan until a revised version could be implemented next year. The proposed system, which measured students' ability solely on their mastery of the curriculum, had prohibited teachers from counting effort as a factor in the report card grade or from assigning extra credit for completed homework.
