Commentary: Home improvements without permits breached trust

Building department employees in New York who made improvements to their homes without bothering to get permits are an insult to property owners who went through the trouble of getting necessary permits, writes Joye Brown, the author of this commentary. The improvements also allowed the owners to avoid having to pay more property taxes.
