In first NCLB hearings, opposition mounts against drafted changes

Teachers union leaders objected to a draft proposal to use student test scores to calculate merit pay as the House Education Committee held its first hearing on NCLB reauthorization. Civil rights groups who also testified during the hearing protested another proposal to allow school districts flexibility in measuring student progress.
