Democrats gave the most primary-election votes to Bill de Blasio to be New York City's mayor. Whether he got enough votes to avoid a runoff won't be known until thousands of paper ballots have been counted. In the Republican primary, Joseph Lhota, a former chairman of the Metropolitan Transportation Authority, defeated billionaire John Catsimatidis.
