In a nationally televised address on the situation in Syria, President Barack Obama formally opened the door to a possible diplomatic solution as proposed by Russia rather than U.S. military action. The development means at the least that a U.S. strike is not imminent, which relieved many in Congress who were facing a vote on the issue. "I know everybody was looking for an off-ramp. ... [Russian President Vladimir] Putin dangled the hook, and they bit," observed Rep. Buck McKeon, chairman of the House Armed Services Committee.
