New Va. law allows for state-operated district for struggling schools

Virginia Gov. Robert F. McDonnell has signed a bill into law that creates a state-run school district for poor-performing schools. A lawsuit has been threatened by the Virginia School Boards Association and the Norfolk school district. At issue, according to the association, is that the state has not spelled out the methods it will use to improve school performance. The Virginia Opportunity Educational Institution would be allowed to operate the schools in "whatever manner that it determines to be most likely to achieve full accreditation."
