Small farmers fear fallout from FSMA's new rules

Small farmers and growers are bracing for changes under the Food Safety Modernization Act that some worry may carry too high a price tag and put them out of business. Farmers have until Nov. 15 to provide the Food and Drug Administration with feedback on the proposed new rules. "They probably underestimated the costs by half -- the capital costs, annual compliance costs, recordkeeping and testing," said Roger Noonan, president of the New England Farmers Union.
