Texas, New York report test data for NCLB

About one in eight Texas schools failed to make "adequate yearly progress" as defined by the No Child Left Behind Act, putting those schools at risk for federal sanctions if they don't improve on this year's tests. Separately, New York officials said nearly 40% of New York City schools do not meet federal academic goals.
