Fate of California exit-exam waiver bill uncertain

Aides say California Gov. Arnold Schwarzenegger may not sign a new bill that exempts more students in special education from taking the new state exit exam than a recent lawsuit settlement permits. Parents of students with disabilities fear that if the bill isn't signed, disability rights advocates and the state will have to resolve the dispute in court.
