Trash plagues Santa Clara roads

A survey by Caltrans ranked the Santa Clara County highway system among the most littered in the state, noting debris often plugs storm drains, poisons and chokes wildlife and threatens the water supply. Officials are expected to issue a call for local agencies to allocate several million dollars a year to help Caltrans clear the trash, focusing on "gateway" approaches into the South Bay.
