SEC expands its circuit-breaker program to include ETFs

The Securities and Exchange Commission has approved rules amid fallout of the May 6 "flash crash." The watchdog has expanded its circuit-breaker program to include some exchange-traded funds and stocks in the Russell 1000 Index. The SEC also gave the green light on rules for the Financial Industry Regulatory Authority and exchanges that clarify the circuit-breaking process.
