About 37% of consumers plan to do at least some of their holiday shopping before Halloween, according to an NRF survey, and a growing number of merchants plan to be ready. Chains including Home Depot, J.C. Penney and Sears have either already debuted holiday merchandise displays or plan to do so before the end of the month.
