DHS faces uphill battle on cybersecurity, officials say

Ten years after nearly two dozen federal agencies were gathered together to create the Department of Homeland Security, the agency has yet to adequately define and implement a plan for dealing with cyberthreats against U.S. infrastructure, officials say. Defense experts and former DHS officials testifying before a Senate panel said that while the agency responded to nearly 200,000 cyberincidents in the past year, it is no closer to a unified strategy for neutralizing the threat.
