Pending Calif. livestock theft bill could help ranchers

Last week, the California Senate and Assembly unanimously backed a bill that, if signed into law, will impose a $5,000 fine on people who steal livestock. The bill comes after last year saw more than 1,000 head of cattle stolen from farms in the state. This summer, more than two dozen calves were stolen from a single dairy.
