Massachusetts preparing contingency plan for students who fail MCAS

About 19% of the class of 2003 has not passed the MCAS, so the state is creating a plan that would send students to summer school and give them unlimited chances to take the test after high school. The class of 2003 is the first to be required to pass the test to graduate high school.
