U.S. is set to begin fiscal year 2011 without a budget

The U.S. government's fiscal year ends in two weeks, but Congress has not adopted a budget for the next year. Analysts aren't surprised. For most the past 35 years, the government has been late in getting a budget approved by Congress and signed by the president.
