Minn. district hires new teachers despite layoffs

About 20 middle- and high-school teachers in Duluth, Minn., have been laid off, but the district has hired new kindergarten and special-education teachers in response to enrollment growth, officials said. It is the first time in several years that the district has hired new teachers without first rehiring laid-off educators, officials said.
