Some Minnesota school districts are in limbo as they wait for final determinations on schools' adequate yearly progress status -- delayed by a recent state government shutdown -- as well as word on whether the federal government will waive requirements under No Child Left Behind. These factors are used to determine which students are eligible to transfer out of low-performing schools, as well as which schools must provide private tutoring, if any. "It will be a September we don't want to repeat," state education official Steve Dibb said. "There's a lot of uncertainty."
